The Federal Aviation Administration’s (FAA) Enterprise Service Center (ESC) has embarked upon modernizing their Oracle Federal Financials reporting architecture. Oracle Business Intelligence Enterprise Edition (OBIEE) is replacing outdated reporting tools. As both Oracle and federal financial experts with functional understanding, Ascent Consulting was well equipped to navigate the complexities of integrating the existing Delphi system with all other financial systems into the data warehouse. Our team provided support with the integration of FAA’s Logistics Center Support System (LCSS), an IT system designed to re-engineer and automate the FAA’s logistics management processes. To date, Ascent Consulting has successfully converted reports into OBIEE with live production data. Additionally, the team has consolidated and integrated multiple reports into single, enterprise-wide reports, streamlining the number of reports used throughout the FAA.

Ascent was awarded the 2019 Federal Aviation Administration AFN Award for Organizational Excellence for our work on the Oracle Business Intelligence Wide Accounting Network (OBIWAN) Development Team. The Chief Financial Officer selected Ascent for this honor out of 50 nominations.

DELPHI Federal Financials

Ascent Consulting was one of the original implementers of DELPHI at the Federal Aviation Administration. Our team has worked closely with the stewards of the FAA financial data, Enterprise Service Center (ESC) in data extraction and formatting for use within the financial community. Ascent Consulting currently supports the Federal Aviation Administration in using the DELPHI system for operational/financial management and reporting. Our team developed DELPHI reports required by the FAA. Our team has continued to provide post-implementation support for DELPHI to ensure any issues were addressed. Our subject matter experts developed a strategy and tool set for measuring performance, improve predictability, control, and effectiveness of operations, and to sustain and enhance the DELPHI system, ensuring current and future requirements are being met. Ascent Consulting has played an essential role in ensuring that the needs of the FAA Delphi user community are met as the environment changes through upgrades to the financial systems.  We work closely with the customer during each system release and upgrade to ensure that users can obtain the data they need.

Discoverer Migration

Ascent Consulting had created numerous reports within an outdated system which have been converted to an Enterprise Data Warehouse where all Department of Transportation users can access them. Without these reports, FAA and DOT users could not perform key internal processes, such as budget formulation and execution and project closeout.  In addition to the breadth of processes that these reports support, they also allow users to view the data at a variety of levels including appropriation, program, project, task or activity. Ascent Consulting has been identifying and testing database requirements to verify that all necessary data will be available in OBIEE once these reports are no longer available through the end dated system. Through our experience, we were able to ensure that this migration is seamless and that all reporting capabilities remain unchanged.

Project Management Toolkit

The Federal Aviation Administration required a way to integrate project information to be integrated with financial information for reconciliation and tracking purposes. Ascent Consulting developed a solution called Project Maintenance Tool Kit (PMTK); the solution is available to all users of the agency’s financial management system. Our team developed the project plan for conversion, set-up and modification of task, and accounting data application requirements. Ascent Consulting is responsible for maintaining the integrity of PMTK as future updates and patches are performed.Our team is currently in the process of remediating PMTK and FAA Custom Views used in the data warehouse to ensure that they work in the future Oracle Release 12.2.6 scheduled to be completed in 2018. Maintaining PMTK requires an in-depth understanding of the interdependencies between the financial systems.
